Well, I am a US citizen living in Mexico and while I have my FM3, I am not a citizen yet. If I won the lottery here or $ in a casino, if the $ figure was large enough I would not be entitled to cash in.
Shouldn't it be the same in the US?
I do go to a casino near my home but I am well aware that if I win a large jackpot there is no way I'm collecting. I go to be with friends and kick back for a bit. I suppose one of my friends who are Mexican citizens could collect on my behalf, not sure what I would do to be honest.

Agree. Since it's a government thing, however, an ex post facto law attempting to deny him the winnings would be unconstitutional. then the rules should be clarified. If someone who is not supposed to be in this country in the first place ... they flat out should be barred from winning.

It's not that they're guilty of a misdemeanor. Dude - crossing the border illegally - is a MISDEMEANOR - SHOULD WE DENY LOTTO WINNINGS TO EVERYONE WHO HAS COMMITTED A MISDEMEANOR? If so - you won't have many people buying lotto tickets anymore, will you?
