Income tax was not even a thing until the civil war--exactly why I asked for you to link your bs. Second, most hospitals are private entities. There are public hospitals, but they were put into place by commies (socialists, such as yourself). Correctomundo on police, bridges, schools and roads--I pay taxes to fund my use of these items and I have since being an adult. SS and Medicare are INSURANCE--not social programs. Again, you are not very good at this, but it is encouraging that you toned down the vocabulary to words that you understand and can use coherently in a sentence.
