Why did Japan never declare war on the USSR and take some of the pressure
off the USSR's Eastern Front. Why did both countries remain neutral with each other

In 1939 the Soviets handed the Japanese their asses at Khalkhin-Gol giving the Japanese high command a healthy respect for the Soviet military. They signed a non-aggression pact in 1941 which the Japanese saw no reason to ignore for a multitude of reasons the primary two being there were no economic benefits to be gained and the terrain would force any attacker onto the narrow Trans-Siberian railway. A heavy detriment to any attacker besides it would require millions of troops and supplies and still have no real chance of success. They also knew they would have China and the US on their strategic flank ready to act as a hammer to the Soviet anvil. Hence they decided to focus all their efforts against the US and it's Pacific allies.

Russia did not "invade" Manchuria. They had laid claim to the entire area for centuries, including a lot of islands in the same chain as Japan's. There had always been conflict between the two.

The USSR and Japan had a neutrality pact, signed in April 1941. The contract term is 5 years. If someone wants to withdraw from the contract, he must notify the other party 1 year before the end of the contract.

In February 1945, at the Yalta Conference, Stalin promised the allies of Roosevelt and Churchill to declare war on Japan 2-3 months after the end of hostilities in Europe (although the neutrality pact stipulated that it cease only a year after the denunciation).
Stalin fulfilled his promise and on August 8 the USSR declared war on Japan. The war was in Manchuria and the islands. It was completely destroyed 700 thousandth (some historians say about 1 500 000) the Imperial Kwantung Army of Japan.
Since then, the Japanese believe that the USSR violated the neutrality treaty. Therefore, the peace treaty between Japan and Russia has not been signed so far.

Germany had a treaty with Russia but that didn't stop them from invading
Russia. I just don't understand why Germany would have let Japan and
Russia remain as neutrals when Japan was part of an alliance with Germany?
