I am still unclear about how the extra $300 works. Does a state have to kick in another $100 or can it just accept the $300 without any additional cost? If the latter, why not just call it a $300 bonus?

And why would any state refuse it? Because of the work disincentive?

The trouble is that states cannot use their unemployment systems to distribute the money. States will have to set up systems separate of them and that will take weeks if not months. Even when it does, it will last for 5 weeks.
