This is how I would run a country.

Age 4 to 20 is School age.

To Graduate from High School, you must volunteer for Four years for a civilian charitable organization such as the United Republic Red Cross, or the United Republic Humane Society, or the Smithsonian Institution of the United Republic.

20 is the age of conscription for able bodied persons... There is a Choice between the Military, or the Civilian Work Corps.

Disabled persons must apply for Disability benefits, which along with it, comes a Waiver from Conscription..
But leaves voluntary service in the Work Corps as an Option, with a written report from a Doctor, and automatically grants full rights without servitude at age 24.

The Work Corps provides 8 week boot camp job training, and low and medium skill staff for things like Public Parks, and Public Infrastructure, the Public Utilities and Civilian Construction projects and things like that.

24 is the age of Adulthood that allows you to move out of your parents house, make your own decisions, to apply for a driver's license, to be a party in a contract, and to consume what legal recreational drugs that there are in accordance with laws and regulations.

College students, Work Corps Conscripts and military personnel are not allowed to consume recreational drugs, legal or illegal.

The right to Vote comes at age 24, but you need a Voting license.

To get a voting license you must furnish proof of High School Graduation, and Military (or) Work Corps servitude, and pass the following tests.

1. A mental health questionnaire.
2. A basic literacy test.
3. A military literacy test (or) a Work Corps test to prove that you were in the Military, or the Work Corps.
5. A Political test comprised of 3 parts... A Civics Test. A Personality Test, and a Political Science test.

The Schools are Boarding schools, and the children can come home on the weekends and on Holidays.
The School year is 365 days.

I would make it mandatory to apply for a voting license, and then whose who pass and get their license, it is mandatory to vote.
Those who fail, have to go back and retake civics and political science, and find out what the problem is with their personality.

Like if they believe that religious ideas should be mixed in with politics, or if they believe that the government should just do nothing and let people starve, that would prevent them from getting the license.

You're, what...13 years old?

Sounds like the country you want is the same one that Fidel tried to make Cuba into and failed.
