He made it part of strategy to never fight a war to conquer, far from home due to lengths of supply lines and having to leave an occupying force to enforce order and collect taxes and tribute, while watching it's back from the conquered, if they were really ever conquered.

I don't even think it's from the 1700s. It's a hodgepodge of various places once owned by Britain. Those African and Middle Eastern countries came later.
