They're trying to steer everyone to Amazon, Walmart & Chinese anyway, so business loss to them means they take a greater share. If that were a bad thing Xiden wouldn't have won the election.

Even doubling labor would barely change the cost of teh goods

Those grocers were in trouble with or without a wage hike. They can't compete with massive chains.

Um, it's pretty clear that is not the case. They can't even decide their own compensation structure, and the one mandated by the council is obviously so detrimental to their business that they decided to shut down two locations entirely.

I guess some people think Biden laying off a bunch of pipeline workers is also a good thing.
