House panel approves bill to set up commission on reparations

The reckoning is coming.

Legislation that would create a federal exploratory commission on reparations for Black Americans was approved Wednesday by a House committee for the first time, setting up a vote by the full Congress if Democratic leaders choose to bring it to the House floor.

It was a day of many firsts for the longstanding bill known as H.R. 40, as it had previously never received a markup or a committee vote.

Spearheaded by Rep. Sheila Jackson Lee (D-Texas), who took up H.R. 40's cause after the late Rep. John Conyers (D-Mich.) retired from Congress in 2017, the bill passed through the House Judiciary Committee along party lines.

The committee held a hearing on H.R. 40 back in February, which featured multiple reparative justice experts. The idea of reparations, while not new, has gained steam in recent years, and the legislation currently has 176 co-sponsors in the House, its most ever.

"Today, the U.S. Congress finally took the kind of action on reparations that movement advocates, experts and Black people have been demanding for decades," Dreisen Heath, a racial justice researcher for Human Rights Watch who testified at the hearing, said in a statement.

"This milestone moves the nation one step closer to comprehensively reckoning with the disastrous effects of slavery that have been compounding for Black people every day.

Reparations are talked about as a way to fix the disparities that Black people in the country face because of the lasting legacy of slavery and subsequent racial discrimination.

For example, a group of researchers from Harvard Medical School and the Lancet Commission on Reparations and Redistributive Justice, released a study in November stating that reparations for Black Americans would have reduced health disparities in Black communities, which in turn would have lessened the effect that COVID-19 has had on them.

What kind of reparations would you like to see and how would you generally see it rolling out?

I appreciate the thoughtful question slade.

Funding black tradesmen and women to physically rebuild black community infrastructure to include building retail business, health care and recreational facilities.

Venture capital to aspiring black entrreprenures.

Increased funding for education in black communities.

2 and 4 year full scholarships for secondary educational or vocational education.

Funding for job training for older citizens

And then a cash payment of approximately 100,000 to every black citizen with incomes or net worth of less than 143,600 dollars, which is average the net wealth of white families.
Thanks for laying out some specifics. I’m 100% behind all your ideas except for the last one as I see it as a nightmare to practically execute. Not saying there isn’t a way to do it but I think it would take much more thought and planning and I also think it is the largest point of pushback which means it will swallow up the entire discussion making getting anything done near impossible. I’d propose a heavy focus on the other items you laid out with the last one being a phase 2 element than can be discussed and figured out separately.
Nobody said that when Japanese got 25,000 checks. Nobody said anything in 2012 when we paid German Jews reparations for things we did not do. There was no problem paying descendants of confederation traitors reparatios until 2017 for a war they were not alive to see. So I don't thnk excuses from whites who oppose the government paying back money it has owed us for money we paid in taxes since at minimum the year 2000, will be heard. We don't have to go back to slavery, Citi showed that blacks have been cheated out of 16 trillion dollars since the beginning of THIS century. So no, individual checks must be a part of this.
You do understand that the checks are going to be the major friction point right? And it is what the entire debate is going to become about.

I would be interested to see the study you referenced about the 16 trillion though. Can you post a link?
I understand that but from the perspective of being black the major friction point is a racist belief and white obtuseness. I started a thread about it but here's a link

Cost Of Racism: U.S. Economy Lost $16 Trillion Because Of Discrimination, Bank Says

Nationwide protests have cast a spotlight on racism and inequality in the United States. Now a major bank has put a price tag on how much the economy has lost as a result of discrimination against African Americans: $16 trillion.

Since 2000, U.S. gross domestic product lost that much as a result of discriminatory practices in a range of areas, including in education and access to business loans, according to a new study by Citigroup.

Specifically, the study came up with $16 trillion in lost GDP by noting four key racial gaps between African Americans and whites:

  • $13 trillion lost in potential business revenue because of discriminatory lending to African American entrepreneurs, with an estimated 6.1 million jobs not generated as a result
  • $2.7 trillion in income lost because of disparities in wages suffered by African Americans
  • $218 billion lost over the past two decades because of discrimination in providing housing credit
  • And $90 billion to $113 billion in lifetime income lost from discrimination in accessing higher education
We can state our case for reparations on these numbers that started in the year 2000. If we only take lost income from racism starting in 2000, it equals 56,250 per black person in America. And this is money owed NOW, for things done in OUR LIFETIMES.

Global warming will stop, all endangered species will be saved, the air and water will be clean, everyone will have as much food and money that they need, there will be no hunger, no war, no poverty, and no one will ever ever have any bad feeling or be offended again.

Equal rights and equal treatment will be guaranteed for all.

Institutional racism is not propaganda. But white racists tell themselves that and in their delusion of their own supremacy believe they can repeat this lie over and over and somehow everybody else will start believing it.

And yet? When people ask you to give a modern example, something that is actually happening today as an example of the establishment perpetuating racism?

tumblr_ly4rtaeYiq1rnbjvno1_500.gifv
You have been shown all kinds of modern examples and you don't accept them. And as each day you come in here reading and reciting racist bullshit, you have the nerve tk ask for someone to show you an example.
That's just it. .. in the law, I have never seen LAWS that treat, explicitly, the IN-GROUP & the OUT-GROUP differently. Not today, not anymore. They would be challenged all the way to the SCOTUS if they were. You know it, I know it.

Have you given examples of individuals within the system abusing their positions of authority? Sure. But that is not an example of institutional racism that exists in the present day, that is an example of figures of authority that have bias within the system.

My position, is that the system, treats ALL poor people the same. Now? Do I agree with you that minorities are disproportionately poor in this nation? Sure. And that the law is constructed to favor those with wealth, again, I will agree with that.

But. . . a poor Hispanic, and a poor white man, suffer the same under the law, as a poor black man does. This is just a fact. Thus, the laws and institutions are NOT institutionally racist, that are institutionally classist.
Of course you haven't. What you say is not a fact. And you have been shown examples of institutional racism. What you don't want to believe is your personal problem. Just go buy that black synthetic skin face mask and has, then go live everyday for a year, then come back and talk. Laws and institutions might be classist for whites but it has been racist for blacks.

Without changing the culture of the black community, none of these plans will build long term wealth.

I dug deeper into some of this. . . and it is a fantasy.

I have lived and worked in poor black communities. This would work if black individuals and black families thought and felt like white people, but they don't.

Most of them don't like, or believe they are just like the rest of America. They think Juneteenth is their independence day, not July 4th. If a crime happens and they witness it? They would look the other way, and not testify. Most Americans, they will call the cops and report it. That is the way it is in poor black communities. And, they tend to value frivolous material displays of wealth to show off, rather than real stores of wealth.

They think and act differently, they have a different culture. As long as the nation, and the world are built to either a Western corporatist paradigm, or the Chinese technocratic paradigm? This plan of just giving liquidity away, that folks did not earn, it won't work. At least not in the poorer black communities. It will just be another welfare program.

The only solution to tie the nation together, is for Black Americans to stop thinking of themselves as a separate community, and just start thinking of themselves as Americans and adopt the same values as every other American holds. Just like Asian Americans do, and Indian Americans, and everyone else that comes here does.

And then what happens after they get the pay-off?

No I won't be getting the fuck out of anything. For example these voter suppression laws. You are looking for something explicit but that's not how racism is played today and your white ass knows it. Thats why you ask for a specific, because you know it's illegal for such a law to exist and so you want to argue that because such laws don't exist neither does institutional racism. But covert racism allows laws to be written and this to happen:

“I can say for sure that happens because I did it. Before retirement, I was an Engineer. For the last 20 years of my career, I was a Manager and Director and I hired hundreds of people. I reviewed well over a thousand resumes for all kinds of positions. Everything from Secretaries to Engineering Managers. Both Salary and Hourly. I always culled out the resumes with Black Ethnic names. Never shortlisted anybody with a Black Ethnic name. Never hired them.”

“Since the Fortune 50 company I worked for had a stupid "affirmative action" hiring policies I never mentioned it to anybody and I always got away with it. A couple of times I was instructed to improve my departmental “diversity" demographics but I always ignored it and never got into any trouble. My stereotype is that anybody with a stupid ghetto Black ethnic name is probably worthless. I could have been wrong a couple of times but I was also probably right 99% of the time.

Glad I did it. I would do it again.”

The law says you can't discriminate based on race. But flash admits he did for 20 years. And there are a lot of Flashes with bosses who either let it go, or participate in it. So maybe you GTFO with your assertions instead.

There are no "voter suppression" laws.

Not being allowed to have someone hand you food or water while you stand in line to vote is NOT voter suppression. Wow, just wow.

That would be like me calling the riots by BLM mobs after something happens they don't like. . . "terrorism."

Are you beyond having a rational conversation now?

I have told you. . . yes, there are plenty of racist pricks in this world, in all ethnic groups. My contention was, there is no "institutional racism."

Let's go to a definition, so we are clear? OK?

Institutional racism, also known as systemic racism, is a form of racism that is embedded through laws within society or an organization. It can lead to such issues as discrimination in criminal justice, employment, housing, health care, political power, and education, among other issues. Institutional racism can have harmful effects on people, especially on students in school where it is prominent.[1]

Now, I will grant you, the example that you gave of Flash? that does come very close, since his behavior, though not official, does affect the entire organization.

But I DO WANT you to think about that. He said he did that because of AA, which many feel is reverse racism. IOW. . . do you think reparations, taking from one, and giving to another, are going to make race relations from this type of person, better or worse?

You can't FORCE people to integrate and get along. . . and that is what you are trying to do here. It will, in the long run, only make things worse.

House panel approves bill to set up commission on reparations

Shut the fuck up with that white racist bullshit. We do think of ourseleves as American mother fucker. You don't know shit about the so called culture in the black community. Everything you say here is a lie. I know it to be so because I am black. You telling me how you livev worked in black communities doesn't meab shit to me.

Think like whites? So that means we enslave whites for 250 years, than for another 100 years we continue excluding them from the system, then we make a couple of laws we don't follow for 60 years, then we lecture you about how it's your culture that's the problem.

You delusional motherfucker.

The study by Citi shows we worked but did not earn what we deserved to earn. What has been unearned is most of the shit whites have. If we get reparations what you will see happen is that what blacks build will surpass what whites have now. I know black "culture" because I lived in it all my life and was taught by elders about what we stand for. I am not some white boy standing on the outside looking in trying to lecture a 60 year old black man about what blacks should do because

"I have lived and worked in poor black communities.."

Juneteenth is our Independence day motherfucker. We were not freed on the fourth of July.

“What to the American slave is your Fourth of July? I answer, a day that reveals to him more than all other days of the year, the gross injustice and cruelty to which he is the constant victim. To him your celebration is a sham; your boasted liberty an unholy license; your national greatness, swelling vanity; your sounds of rejoicing are empty and heartless; your shouts of liberty and equality, hollow mock; your prayers and hymns, your sermons and thanksgivings, with all your religious parade and solemnity, are to him mere bombast, fraud, deception, impiety, and hypocrisy - a thin veil to cover up crimes which would disgrace a nation of savages. There is not a nation of the earth guilty of practices more shocking and bloody than are the people of these United States at this very hour.”

Frederick Douglas
Welfare is a program mostly used by whites. So you need to stop telling racist lies to yourself. Native Americans are their own nations, that's how much they have accepted the saltine version of America. Asians do not accept jack shit either. You are about to learn just how tired Asians are of the way whites have treated them.
America becomes real when the experiences of everybody here is recognized and respected, not that we are dictated to by whites about how America should be. You were not the first ones here. You murdered, oppressed and stole your way into majority rule and economic dominance. You are the last people who should be lecturing others about changing their culture or how we should think.

The government does owe us and if you don't like me saying that, move your white ass back to Europe.
You've never been a slave. No one owes you a damn thing.
Reparations are about more than slavery junior.
