So Texas plans to do nothing after their FUBAR. No weatherization, no infrastructure or grid upgrades, no heated windmills ... no NOTHIN'.

You can't build "weatherization, infrastructure or grid upgrades, and heated windmills" "during the winter storm" which was what he was addressing. What would you have done differently DURING the winter storm that would have been better? Before you answer, however, you might want to look at how grid balancing is a necessity in modern grids regardless of how "upgraded" they are. Too much electricity on the lines, and crap starts melting; not enough electricity on the lines and a lot of electronics-frying surges start frying people's modern electronics. It is why people are told to put surge protectors on their computers and TVS.

I remember cold ass days in Joliet, snow in Jacksonville, FL and even stood in a blizzard in Reno in July...

It happens and should always have a backup plan when all else fails...

I mean 4 minutes and 37 seconds away from massive failure is what Texas was facing and in today age this should never happen except in third world shitholes!

After watching some of his testimony, I don't see where he should. What was very interesting, was when he told the Committee, that no, he didn't have the power to force anyone to winterize.

Maybe the legislature needs to step up and change the law giving him the authority
