There has not been a time, since the time of the Palestinian Black Hand (1930s), that there has not been a NIAC that has been operating within the confines of the limits of the territories to which the Mandate for Palestine (1922) applied. Today, there are a half-dozen significant non-governmental armed groups within the limits of that demarcation.
