Joe Biden did work with Senator Helms on important legislation at times. He should at least mention him today. Known as "Senator No" he was indeed a Conservative favoring obstructionism, but this was in a time when true conservative values existed. Not like today when conservativism is non-existent and just mean supporting the carnival barker trump, who is no conservative, by any standard.
