Let's break down the Government a little further:
Federal Government including USPS: 2,815,000
Excluding USPS: 2,199,400
State Government: 5,123,000
Local Government: 14,297,000

Granted that the Federal Government numbers exclude the military and employees of the CIA, NSA, DIA, and NGA, it's clear that the bulk of government employees are at the local level (which the article fails to mention). From 1974-1997, Federal employment was higher than it is currently.
