The main reason the top 400 pay such a low tax rate is that a very large share of their income is in the form of unrealized capital gains—appreciation in the value of their assets, mostly stocks and other business interests.

They can, and do have millions of dollars increase in their assets and net value, and pay no taxes because they don't call it income. In contrast, virtually all increases in those areas for the average working man is taxed heavily, because it is called income. Is this too complicated for you to understand?
