Interesting differences. I don't think the American people will support a partial privatization of Medicare as the House suggests.

I also believe ACA is safe as long as the GOP refuses to offer its own program.

Turning Medicare into a voucher plan only hurts Seniors and benefits healthcare insurance companies.
The concept is that the annual vouchers will increase based on the CPI. How many Seniors on fixed incomes will that work for? Below is an example of how much healthcare insurance has gone up and how it compares with the CPI. Note how much more healthcare Insurance has risen versus the CPI.
At least the GOP Senate gets it.
