The EIA reported in 2015 that while U.S. oil and gas production overall were surging, production of natural gas on federal lands was declining.
Oil production is at about the same level as it was during his first year in office:

FACT is Obama signed fewer oil leases on Federal lands and as a result oil companies depended on higher priced private parcels.
FACT - Obama left office with very low gas prices among healthy economic growth.

That reality is exactly opposite of what anyone listening to your never ending tripe would expect.

Not only that but he reimposed the offshore moratorium, the removal of which had allowed oil prices to drop from record highs back to manageable levels.
Gas in 2008, while W was in office, went from >$4 to under $1.50 then back up to >$4 again in 2009 because of Obama policy.
