First of all there's no such thing as a veto proof majority. Second of all you're using the term wrong.

Yes there is....When the POTUS has just enough of his own party in either or both houses of Congress to prevent any vote creating a large enough majority to over ride a veto, that condition is veto proof. By the same token. When the party of the POTUS is also the majority party in either or both houses of Congress, the POTUS then also enjoys a veto proof condition. In both cases, the situation works to the advantage of the Executive Branch..

2. there's no such thing as either since no Senator is required to vote according to his party.

Going against one's party leadership and especially if the POTUS is of the same party is almost unheard of....Rogue Reps and Sens are banished from all committees and leadership posts. They are treated like lepers. Their phone never rings when there is another member of their party on the line. No lunches or dinners with ranking members. Don't even DARE ask for a meeting with the POTUS or even low level members of the POTUS staff.....Ain't happening.
The problem with DC politics is you either fall in line with the party leadership or you die on the vine...Within their first few weeks in office, freshmen House members and Senators are told next time they go home to leave their ideas there and do not even think of going outside the party leadership. They do not talk to the media without first getting approval from the party leadership.
Id this right? of course not. It sucks. And is mostly the cause of how fucked up Washington DC can be.
