It has been the cradle of Jewish life for thousands of years ; yet , it is mostly all occupied by Palestinians

Best solution - Israel keeps the Jordan Vallley and the large settlements blocks and the Palestinians still get over 80 percent of this land

In addition to providing all the normal infrastructure maintenance, utilities, police, fire, and safety, as well as the growing need for specialized air defense / air traffic controls (air taxi, bonded shipments, civil air patrol, etc), including the construction of the most modern of heliports (support for all manner of VTOL aircraft) there will be the need to gain the active support trust and confidence of the general public.

Jerusalem has been, since the time of the Roman Proctors, unique for a number of reasons, including issues pertaining to the factions on all sides of the religious divisions. Not only will the Israelis have to grow on a special political plane with the non-Israeli Muslim population, but they have to spawn the development and growth of an entirely NEW intelligentcia that recognizes all the factions → but will evolve into a new population of men and women of letters → that are uninfluenced by the divisions.

Jerusalem should eventually become a NEW Mecca for the 21st Century sages, seers, and traditional academicians of the arts and scientific academies and societies. All this will not happen overnight, but the first momentum in that direction should already be in play.

Jerusalem will be Israel's. Ramallah can be the Palestinian capital city.
There's no reason for Israel to annex the Jordan Valley.
In return for the settlement blocs, an equal amount of land in Israel proper should be given to the Palestinians in return.
