Peace Reform Initiative in the Middle East

The first step to the Road Map to Peace is for the State of Israel to start to remove the Jewish Settlers from the West Bank and Gaza Strip. With International peace keeping forces helping the Palestinian people establish the Rule of Law. The words of both sides have to be match by their deeds and actions as we move toward implementing the Peace Plan. One of the major problems of the Oslo Accords was what was being said at the negotiating table did not reflect the actions on the streets. During the Oslo Accords the size of the Israeli settlements in the West Bank and Gaza Strip nearly doubled. The mantra of both side has to change as it does the extremist on both side will become inflamed.
The State of Israel and the United States have to come to terms with the United Nations and the global community of nations. Realizing the only way the Road Map to Peace has a chance is on a multi-lateral platform. It is the make up of this platform that has to be decided and implemented. With NATO, United Nations, Arab Legion of Nations, Israel, and the United States developing a plan of action. With Egypt and Jordan having diplomatic connections with Israel they should be the founding members with this new group (MEP) with the United States being a supporting member.
A new organization (MEP) Middle East Peace will be established from nations in the Middle East and the global community that are committed to peace and coexistences among their neighbors. The primary focus of the MEP will be network with other international organizations on implementing a regional master plan. The make up of the MEP board will be 1/3 Israeli, 1/3 Palestinian, and 1/3 International with half of them being Americans. Some of the same people that are on the Commission of the Old City of Jerusalem will also work for MEP.
All of the member nations of MEP agree to normalize relations with the State of Israel as a non-occupying country living within International Laws and regional treaties. Israel will normalize relations with the members of MEP. MEP will be the platform for regional issues and areas of disagreements between MEP members. The Primary Members will be counties from the Middle East Region and Supporting Members will be other nation from outside the Middle East region.
The Israeli government will agree to the following conditions with the United States guarantying the State of Israel security within their international recognized boarders.

· The Israelis will demilitarize their society and live within the conditions of the Middle East Non-Nuclear Proliferation Treaty.

· Israel will follow the guide lines (MEP) Middle East Peace

· The Israeli settlers must move back to Israel proper or apply for a Settlement Stay that will be consider on individual cases.

· The Jewish people migration to Israel will be limited to the number of Palestinian people Right to Return. In both cases the applicant will have to go before a review board.

· The State of Israel will agree to recognize the Old City of Jerusalem as an International City for the foreseeable future.

· Israel will revise their Property Laws and zoning within the State of Israel including the un-recognized Palestinian Villages.

· The State of Israel will help in the re-construction of the infrastructure Palestinian State.

· The State of Israel will leave the de-populated Israeli Settlements in tack as part of their contribution.

The Palestinian Right to Return must be changed to Privilege to Return with two different ways. The first will be the privilege to return to the State of Palestine and the second will be the privilege to the State of Israel. In each case the applicant must apply for citizenship and go before one of two boards for approval. The Palestinian Board of Return and the Israeli Board of Return will be similar in make up with two Palestinian members and two Israeli members and one international member. The Boards will review the applicant?s application taking into consideration of the reason one wants to return. If an applicant is denied they have the right to go before the Board of Appeal that will review the case.

There should be a moratorium place on the migration of Jewish people migrating to the State Israel until the resettlement of the Jewish Settlers from the West Bank, Gaza Strip and the settlements surrounding Jerusalem. When the moratorium is lifted then the Jewish people who were born in Israel and those who have first families move to the top of the list. Those who have citizenship to Palestine and Israel that are abroad will not be effected by the moratorium. Once the moratorium is lifted the number of new Jewish emigrates to the State of Israel will be determined by the formula to keep all in balance. Stabilizing the population in Israel and Palestine is very important because of the lack of fresh water in the region as well as developing a peaceful two state solution.

The case why the Old City of Jerusalem should be an International City as outline in the United Nation Security Council Resolution 181of 1948 is clearer than ever before. Resolution 181 was the first step the international community of nations took towards the two state solution between the Moslems and Jewish people. Going on the premise ?What is right for one side should be for the other side too?. For one side to control the religious sites of the other would be unfair and wrong. With the recent actions of both sides and the current level of tension between the people it has become quite apparent that only with international intervention that is fair and neutral can peace and security have a chance. An international commission 1/3 Jewish, 1/3 Muslim, 1/3 Christen, with a 50% local people and 50% people from outside the region should be set up to run the Old City of Jerusalem.

The Old City of Jerusalem Charter should be established and approve by the commission. This Charter should include some of the following;

· The Old City of Jerusalem will be a weapon free zone.

· All faiths will be able to practice their religion?s believes as long as it does not cause harm to others or themselves.


· The politics of the Old City of Jerusalem will remain neutral between the State of Israel and the State of Palestine.

· The Israeli government and Palestinian government will have representatives part of the International Old City of Jerusalem.


The Jewish Settlements surrounding Jerusalem will be divided between the State of Israel and the Old City of Jerusalem. The former Jewish Settlements of Jerusalem that become part of the Old City of Jerusalem will have a different charter than the rest. Most of the Jewish Settlers will have to move back to the State of Israel. With 25% of the Jewish people staying, willing to live under the new coming conditions, with the Housing Boards approval. 25% of the housing will be opened to Palestinians who apply to the Housing Boards and get approved. For the foreseeable future the other 50% will be Internationalists that are part of the team to bring peace to the region. The Housing Board will be made up of three internationalists, one Israeli and one Palestinian. All may retain their respective country?s citizenship.

The Israeli government will be responsible for the removal of the Jewish Settlers from Palestine and the Old City of Jerusalem. The Israeli government will establish new settlements within Israel for the settlers to relocate. The Jewish Settlers who cooperate in the re-settlement will have first priority in new housing and reimbursements. The Jewish Settlers that fight the changing times and ways will be handled by Israeli authorities until the agreed upon deadline. The State of Israel will be reasonable for any of the damages to the settlements until they are turned over to the International Forces.

An International base for Peace Keeping Forces needs to be set up in East Jerusalem with the main base adjacent outside the city. The Old City of Jerusalem and East Jerusalem will become an International zone (weapon free) under international control. An airport under the control by the international forces will be setup for the humanitarian aid and workers that are needed. The international peacekeepers will then setup other bases throughout the West bank to help in creating safety zones for the international relief workers. The Israeli government will remain in control of their pre 1967 borders. The International forces will take over control of the Israel military post in the Golan Heights as well as the territory of the West Bank and the Gaza Strip. Any intelligence that the Israeli Government get or have on criminal activities of any Palestinians will be acted on by a special elite international forces.

An international court has to be set up for the prosecution of personal non-criminal matters on both sides. Creating a platform to resolve disputes among the people on the different sides. The Israelis will need to set up a court to compensate the Israel settles that do no want to live in a Palestinian state under their laws. The Israeli Settles in the West Bank and Gaza Strip that do not recognized the new State of Palestine will be forcibly removed by the Israeli Government under the observation of the international monitors.

The international force will monitor the governments on both sides to make sure they live within the treaties and resolutions of the global community. There will be a need for all side to change and compromise before there will be a long lasting peace between the two sides.

There is much work, help and aid that is needed to help the Palestinian people rebuild their society. The International Charity will coordinate their aid threw the United Nation with some of the governments of the world assisting with transportation and logistics.

Realizing than no final plan will be fare to all people but it must be fair to both greater societies as a whole. What is fair for one side should be for the other side as well. Logic and common sense have not been heard only a repeating of the same old rhetoric by the extremists on both sides. The conditions and circumstances combined with the religious indoctrination on both sides are what make it such a volatile situation silencing the voice of the moderates. There are no solutions that will right the wrongs of the past, only the possibility of changing the wrongs of today creating a chance for a better tomorrow for future generations to come. -David

The proposals are reasonable - to any sane thinking person. What we have to realise is that the situation in the middle east is being controlled by extremists on both sides, Israeli and Palestinian, neither party being interested in compromise. If neither party is prepared to give an inch, then any form of peace agreement, no matter how sensible, is bound to fail. What government beside the United States government is on the public record in supporting the current policies of the State of Israel towards the Palestinian people? This combined with our excessive consumption and waste of the world oil and other vital nature resources has put us at odds with most of the other nations in the world. The terrorist actions of 9-11 united the world against terrorism but the perception of the world?s terrorists varies among the different people around the world. No one of rational mind will question when innocent civilians are killed that is an act of terror.

Most people in the world want the acts of terror to stop on both sides. This means the suicide bombers as well as the current policies and military actions of the Israeli government against the Palestinian society. The State of Israel on a regional level and the United States on a global level are one of the same. Both have economic and military policies that are threatening to global peace and stability while deepening the global divide. The current policies of both nations are creating more terrorists and extremists on both sides.

There will be no peace in the Middle East until the State of Israel comes to terms with the Palestinian people and Arab nations. The United States decrease its consumption of the world?s oil as well as applying the Rule of International Law even handily. And both Israel and the United States move their economies away from the military industrial complex towards a peacetime economy. Then we will have a chance for peace and security to flourish around the world. Without going to the root of the problem you will never find the answer.

January 20, 2004 Palestinian Arab Violations of President Bush's "Road
Map" Plan A Survey of Week #38: January 13, 2004 - January 19, 2004
BACKGROUND: On June 24, 2002, President Bush set forth the conditions
that the Palestinian Arabs must fulfill in order to merit U.S. support for
the creation of a Palestinian Arab state. Among the major obligations are
that the Palestinian Arabs must "dismantle the terrorist infrastructure,"
"end incitement," "elect new leaders not compromised by terror," and
unequivocally embrace democracy and free market economics. None of those
conditions were fulfilled.

In March 2003, Yasir Arafat chose Mahmoud Abbas (Abu Mazen), the number two
man in the PLO since the 1960s, as the new prime minister of the Palestinian
Authority. Mazen took office on April 29, 2003. Less than a day later,
the Bush administration unveiled its "Road Map" plan, which set forth
conditions that the Palestinian Arabs must fulfill prior to the creation of
a Palestinian Arab state.

On September 6, 2003, Abbas resigned; the next day, Arafat named his
replacement-- Ahmed Qurei, speaker of the PA's Legislative Council and
number three man in the PLO. On October 6, 2003, Qurei was officially
named prime minister of the PA.

The Road Map requires the Palestinian Arabs to undertake concrete steps to
combat terrorist groups and democratize Palestinian Arab society. Those
obligations, which are quoted below, were supposed to have been fulfilled
during Phase 1 of the Road Map, which concluded at the end of May 2003, but
they were not.

This report analyzes Palestinian Arab violations of those obligations during
the 38th week following the unveiling of the Road Map plan, Jan.13 - Jan.19,
2004.

I. "Cease All Violence" What They Are Required to Do: The Road Map
states: "In Phase 1 [May 2003], the Palestinians immediately undertake an
unconditional cessation of violence." They did not do so.

What They Did During Week #38: During week #38, Jan. 13-19, 2004, there
were at least 20 terrorist attacks or attempted attacks, in which 5 people
were murdered and 15 wounded.

(During the first 38 weeks since the Road Map was issued, there have been a
total of at least 954 Palestinian Arab terrorist attacks or attempted
attacks, in which 140 people were murdered and 743 wounded.)

The PA's official "Palestine Media Center" reported on January 15, 2004 that
PA Foreign Minister Nabil Sha'ath (see
www.palestine-pmc.com/details.asp?cat=1&id=1177) said the PA "is capable to
stop all anti-Israeli attacks provided the Israelis reciprocate in kind."
In fact, the Road Map requires the PA to stop all attacks regardless of
Israeli "reciprocation." Despite that requirement, attacks continued:

Israeli soldiers in Tulkarm ... Shooting attack on Israeli motorists near
Talmon; one murdered, three wounded.

January 14: Suicide bombing at the Erez Crossing; four murdered, 12 wounded

on an Israeli bus near Tapuach ... Shooting attack on Israeli motorists near
Shechem (Nablus) ... Mortar rocket fired at Kibbutz Sa'ad ... Shooting
attack on Israeli soldiers north of Shechem (Nablus) ... Shooting attack on
Israeli soldiers near Gadid ... Shooting attack on Israeli solders near
Tarmit ... Mortar rockets fired at Neve Dekalim ... Attempted stabbing of an
Israeli soldier at the Kalandia checkpoint.

January 15: Shooting attack on Israeli soldiers in Gaza.

January 16: Shooting attack on Israeli soldiers in Gaza.

January 17: Mortar rockets fired at the Kissufim crossing.

January 18: Shooting attack on Israeli soldiers on the Karni-Netzarim road

II. "Call for Recognizing Israel and Ending Violence" What They Are
Required to Do: The Road Map obligates the Palestinian Arabs to "issue an
unequivocal statement reiterating Israel's right to exist in peace and
security and calling for an immediate and unconditional cease-fire to end
armed activity and all acts of violence against Israelis anywhere."

What They Did During Week #38: No such statement was issued.

III. "Arrest, Disrupt, and Restrain Terrorists" What They Are Required
to Do: The Road Map obligates the Palestinian Arabs to "undertake visible
efforts on the ground to arrest, disrupt and restrain individuals and groups
conducting and planning violent attacks on Israelis anywhere."

What They Did During Week #38: No such steps were taken.

IV. "Confiscate Terrorists' Weapons" What They Are Required to Do:
The Road Map obligates the Palestinian Arabs to "commence confiscation of
illegal weapons."

What They Did During Week #38: No such steps were taken.

V. "Dismantle the Terrorist Infrastructure" What They Are Required to
Do: The Road Map obligates the Palestinian Arabs to carry out the
"dismantlement of terrorist capabilities and infrastructure."

What They Did During Week #38: The PA did not outlaw Hamas, Islamic
Jihad, Fatah, or any other terrorist groups; there were no reports of the PA
shutting down any bomb factories or terrorists' training camps; the PA
continued to ignore Israel's 45 requests for the extradition of terrorists;
there were no reports of the PLO leadership punishing PLO factions that are
engaged in terrorism, such as the Popular Front for the Liberation of
Palestine (PFLP) and the Democratic Front for the Liberation of Palestine
(DFLP). Prime Minister Ahmed Qurei told the PA-affiliated newspaper Al Ayam
on October 7, 2003: "We will not confront, we will not go for a civil
war."

VI. "End All Incitement"

What They Are Required to Do: The Road Map requires that "all official
Palestinian institutions end incitement against Israel."

What They Did During Week #38: The PA's official newspapers, television,
and radio continued to broadcast a steady stream of anti-Israel,
anti-American, and pro-violence incitement, and PA officials continued to
make inciting statements. In addition, there was no change in the PA's
policy of inciting support for terror by publicly praising terrorists,
naming streets after them, and paying salaries to imprisoned terrorists and
their families.

For example, after the January 14, 2004 Palestinian Arab suicide bombing in
Gaza, in which four Israelis were murdered, the PA's official Voice of
Palestine Radio reported that the bomber, Rim al-Riyashi, "was heroically
martyred when she carried out an explosive operation at the Beit Hanoun
Junction, killing four soldiers of the Occupation." The broadcast

VII. "End Arab States' Support for Terror" What They Are Required to
Do: The Road Map states that during May 2003, "Arab states cut off public
and private funding and all other forms of support for groups supporting and
engaging in violence and terror."

What They Did During Week #38: There were no reports of any Arab states
cutting off their support for Palestinian Arab terrorist groups.

VIII. "Consolidate Security Forces" What They Are Required to Do: The
Road Map obligates the Palestinian Arabs to undertake "consolidation of
security authority, free of association with terror and corruption"; and
"all Palestinian security organizations are consolidated into three services
reporting to an empowered interior minister."

What They Did During Week #38: Five different PA security organizations,
including Force 17 and the General Intelligence, remain under Arafat's
direct command. Military Intelligence, the National Security Forces, and
the naval forces are also under Arafat's control. Only the remaining two
security agencies are under the Interior Minister.

IX. "Institute Democratic Reforms" What They Are Required to Do: The
Road Map requires the Palestinian Arabs to undertake a number of steps to
transform their brutal, corrupt dictatorial regime into a full-fledged
democracy, including "action on a credible process to draft constitution for
Palestinian statehood"; the holding of "free, open, and fair elections"; and
"steps to achieve genuine separation of powers, including any necessary
Palestinian legal reforms for this purpose."

What They Did During Week #38: No such steps were taken.

Rebuild? Reconstruct? You speak as if a Palestinian state once existed, when in fact none ever did. If you refer to the areas inhabitated by people once referred to as southern syrians perhaps we should confront Syria for initiating the war that led to the current predicament and ask them to help.

Without a negotiating partner willing to even accept the existence of an Israeli state, truly, what is the point of negotiating? There is no point, hence the wall.

The Israelis are unilaterally constructing a wall while simultaneously dismantaling some of their illegal settlements. What would one have them do? It's a credit to Israel that they haven't simply rounded the Palestinians up and kicked them out, or worse...

In a quest for more power and control the United States federal government has over step the boundaries in the lives of Americans as well as the people rights of other nations. The United States may win the military war while losing the diplomatic battle for peace while isolating its self from the rest of the nations in the world.

Understanding that our energy policies are connected to our environmental, political, economics and social problems in the world. Realizing there is not enough oil supplies in the world for the other nations in the world to consume oil as the United States does. Our abusive energy policies are straining our relationship with many other nations in the world raising the global level of tension. A balance between what is in our national interest and global interest has to be made more rational and fair.

With our dependence on others for our high standard of living as a society has been at the expense of others. The American people consuming 25% of the worlds oil while being less than 5% of the world population. The amount of the world?s natural resources that the American consumer has turned into garbage is a crime in its own right. With the world population growing to new levels like never before creating a major strain on the earths limited natural resources. Fresh drinking water and oil are disappearing almost at the same rate from mother earth. Both have been treated as renewable resources because until resent times they were. The faster we consumed the oil the more chemical that ended up in mother earth?s water supply.

The oil industry being the primary leader in our energy policies has a dispositional amount of influence over our government?s national and foreign policies. For the United States as part of its foreign policies to have another nation?s natural resources as part of its national security is wrong. In the self serving interest of the big oil companies we have an imbalance in our energy policies that are putting us in great danger. Utilizing our military and military industrial complex to guarantee a global flow of oil is putting our national security in great jeopardy. Trading oil for weapons of death and destruction while neglecting the humanitarian needs of the people has been and is our current policies today. The over lapping interests of the oil and energy industry and military industrial complex have miss led the American people and government to the truths and realities of the facts.

Special interest groups invest millions of dollar into lobbing our government officials for multi-billion dollar contracts, policies and favors. This was clearly the case of the pharmaceutical drug bill that was passed in 2003. A drug bill written by the pharmaceutical and HMO lobbies, that is being paid for the American people. With unparallel influence the lobbies have control over our government policies in their field of self-interest.

?Two wrongs make a right? with an ?Eye for an eye making the whole world blind?

The Israelis having a clear upper hand in the Palestinian-Israeli Crisis with the United State?s support are winning the military war while losing the political, economic, and social arena. On both the Israeli and Palestinian sides there are religiously indoctrinated extremists who do not want peace without wiping out or controlling the people on the other side. As long as the State of Israel and the United States have contempt and disregard for International Laws, the United Nations, and the general consensus of the international community of nations there will be no peace or security.

The State of Israel and the United State?s economies are too heavily depended on the military industrial complex with 40% of Israel?s exports being military related. With the War on Terror, Israel?s military exports will grow even more creating a mini military religious state. The United States being the world?s largest exporter of weapons of death and destruction and the largest buyer of Israeli military products. Both nations are leading the world in the production of military weapons of defense and offence yet neither nation possessing peace or security.

Much of the problem has to do with the conditioning of the people on both sides. The State of Israel possessing a modern military force that all Jewish people over seventeen must serve in the military. Between the religious and military indoctrination there is little room for common sense and reasoning with your neighbors that are different than you. With Jewish immigrants from other continents claiming God given rights to the land while up rooting the indigenous people of their land. The horrific conditions imposed onto the Palestinian people by Israeli government policies are at the root of the creation of the Palestinian suicide bombers.

The weakest link in the security of the United States is our intelligence community ability to gather and decipher information. With so many of our think tanks and policies making organizations dealing with the Middle East issues having a dispositional influence of religiously indoctrinated Jewish people influencing our government policies in this region. Some people have compared it to the ?wolf guarding the chicken?s coop.? If the people of the United States want what is best for State of Israel they would help moderate Israel?s policies and position in the region. The State of Israel making major government policies changes towards the Palestinian people for the better this opening the door putting a new light on Israel. Then and only then other governments of the region and world will change their relationship with the State of Israel for the better.

The over lapping interests of the oil and energy industry and military industrial complex have miss led the American people and government to the truths and realities of the facts.

Special interest groups invest millions of dollar into lobbing our government officials for multi-billion dollar contracts, policies and favors. This was clearly the case of the pharmaceutical drug bill that was passed in 2003. A drug bill written by the pharmaceutical and HMO lobbies, that is being paid for the American people. With unparallel influence the lobbies have control over our government policies in their field of self-interest.

Wasn't this same thing posted in the war on terrorism section? Do you just jump board to board copying and pasting your same crap over and over?

You bring up some good points David. However, what you are asking could not be accomplished by hugs and kisses. There will never be allowed an international army into Jerusalim. It will never happen, ever. Christians will want christina, jews will want jews, Muslims will want muslims and none the twain shall meet.
Good ideas though. However, you do ask a lot of isreal in this "Road map." What about the palistienians. What about the stoping of all teroist activities. The dismantaling of terorist networks. The plaestians aren't willing to do this and Isreal is. Are they wrong to fight the terorists. Should not the blame be put on Arafat.

This measure was tried in 98 i think with Raben and Arafat. Isreal was giving up every thing and Arafat still said no. The palestinains don't want peace, the arabs don't want peace. They all want one thing. No isreal in the middle east.
