Face Filter programs for making videos?

The few programs I've found online that do face filter effects for videos don't have the effects I'm looking for.

The couple of them that do have the effects I'm looking for are FULL facial effects, and I only want partial facial effects.

Anybody know of any good facial filter effects programs for custom facial features, like partial cat face?

I can't seem to find anything that will do partial animal faces on videos.
