Some time ago I saw a show about a sunken Russian sub in the ocean. The CIA created this ambitious plan to have Howard Hughes publicly speak about mining the oceans. It was a front for the CIA efforts to extract this sub and they succeeded in doing so. Even convinced most that it failed, or was just partially successful when it was a coup.
More than one person participating in this show stated that they needed to be clandestine about the real purpose (to recover the Russian sub) because if the Russian knew their intentions they would be irate and it would start a war.
