the oil companies do not just refine crude, they drill for it (which is very expensive and risky) and sell it, and when the prices is high they make more profit. actually quite simple. Government policies have created an artificial shortage of crude, so is Biden secretly helping evil big oil?

There is no shortage of crude. Oil companies have figured out that they can make more money off the wells and refineries they currently have just by jacking up the price...and people like you make excuses for it

The issue is increased production. A permit to clear and grub the site doesn't mean they can drill.

All sites have multiple permits to cover various activities.

Economical cars get 40 mpg or more. The US average is about 25 mpg. The "policy" of choosing so much more than is needed for transportation, glutinous excess in other words, is far more important than any other single measure in keeping gasoline prices high. Of all the "rights" available to us, the right to be sensible appears to be the least practiced.
The problems with oil company domination is another matter.

But there is a shortage of pipeline to get it from Canada to Houston where the crude can be refined to a usable form.

And Biden outlawed the pipeline.

it is fact, there was an artificial shortage created by Biden. Oil prices are based on futures, so if the oil future looks bleak prices go up. Its not necessarily a physical shortage at the time, but rather the perception that government acts have created a future shortage. I know that's probably too complicated for your simple mind, but that is how it works.
