So it's just a coincidence that students started doing much worse on tests right after they admitted students without regard to how they do on tests?

One simple test they could do is to compare the students admitted under the new scheme to students in upper grades who were admitted under the old scheme. That could provide strong evidence for Dominguez's dubious claim, if it were true.
