And the irony is when Democrats rounded them all up and put them in the vertical plantations they still count as the same ratio.
 
This is an academic question about the constitution. What do democrats have to do with anything?
 
So Obama really fucked up by not changing this when he took office as POTUS and had the HOUSE AND THE SENATE.

I can only conclude that Obama is racist.

Wrong. It was big vs small states, regardless of slave population. You can blame slave state power on the 3/5ths compromise, which was actually a sop to the North, because the South wanted them counted as 5/5, not 3/5, despite their status as property.

I'm sure there was haggling as well between 2/5ths and 3/5ths once the North got the South past the "count them as 5/5".

Actually the biggest winner of 5/5 would have been Virginia.
 
The electoral college was a result of the individual states still thinking of themselves as sovereign nation-states.
Remember under the Articles of Confederation, each state had one vote in the Congress, regardless of its size.
