Even liquid water balloons could be deadly. Many years ago some juvenile delinquents threw a water balloon off the roof of a 6 story building, and it hit the roof of my father's car. It made a dent in the metal roof, the size of a very large grapefruit.

In northern states, snowballs might not be a bad idea.
