The DOJ and FBI should be able to request Congress meet with them behind closed doors to discuss details of ongoing investigations and/or other sensitive matters that would be endangered by media coverage including people who don't deserve being dragged through the mud.
But no way in hell should they EVER be able to say they don't have to comply with Congressional oversight.

What the House needs to do is simply cut off all funds from the DOJ until it cooperates. The budget is being negotiated along with the debt ceiling. Just refuse to negotiate at all until the DOJ actually delivers the documentation and witnesses requested. Then add a rider to the budget allowing funds to be cut off from any agency that refuses to cooperate with congressional subpoenas.
