There seems to be some misunderstanding about the phrase "high crime". That doesn't mean, like a really bad crime, as one might assume based on just looking at the words. A high crime is a crime uniquely committed by a person of high authority. It's essentially the same as a betrayal of authority and public trust. These are not crimes enumerated in law because you can't possibly write a book of laws solely for a person of power to follow, but rather designed to be decided upon by the House, which is the closest representation of the people of the country.

Trump's use of our taxpayer dollars to cajole an ally into investigating his political opponent is exactly what the founders had in mind when they wrote "high crimes".
