As for the statistics, they have been pointed out many, many times by other authors. So far so that you can find similar figures by google search. Crime is a result of poverty and lack of opportunity. Because of racism, blacks have fewer opportunities and more poverty. Hence, black crime is a problem in the USA, because of racism and segregation. South Africa, the only other country, which had state enforced segregation, and racism, has similar black on black crime.

American policing has always been based on slave patrols, and keeping blacks "in their place". A black man out on his own in the South was likely a runaway slave, and therefore a danger to society. Questioning black men who were out without the masters or overseers, was routine for any white man. We can see how this spills over into modern policing and vigilante tactics.

The USA has the highest rate of "civilian casualties" in police custody in the first world. And the highest rates of incarcertaion. More than China, more than Russia. The "Home of the Brave, and the Land of the Free", is neither free nor brave. Although you tout freedom and opportunity for all - where a man or woman can rise solely on their skills and talents. That may have been true at one time - for whites, but it's never been true for blacks or other minorities.
