Seems like open carry really made it harder for police:

Kind of dealing with the law of gun holding, you can carry a rifle legally. And when you have gunfire going on, you usually go with the person that’s got a gun. And so our police grabbed some of those individuals, took them to police headquarters, and worked it out and figured out that they were not the shooters. But that is one of the real issues with the gun right issues that we face. In the middle of a firefight, it’s hard to pick out the good guys and the bad guys.

I wasn’t there real time to kind of see it go on, but common sense would tell you, you don’t know where the gunfire’s coming from. There are individuals that ran across the gunfire, they were in body armor, camo gear with rifles slung across their shoulders. And they took our eye off the ball for a moment. We got them out of the way, we figured out what was happening, and we did our business.

Of course he did. Dallas has been a Democratic stronghold for decades.

Gun nuts are armed 24/7 in hopes of the chance to play "Shoot out at the OK Corral", but if it happens, they are in the way, cause more confusion, and take the chance of getting shot by the cops. Not a well thought out plan.
 
Of course the irony here is those carrying the guns are probably more in line politically with the Mayor and his views on gun laws.
Not in Dallas so much. Some of the suburbs are more conservative.
 
Dallas is often held as a cosmopolitan city as opposed to the harsh right wing cowboys who inhabit most of the rest of the state. The fact that a racist assassination could happen in Dallas must have come as a surprise and true to form lefties lash out at gun laws rather than the hatred that precipitated the assassinations of good Police Officers. At least the mayor should have the courtesy to show some respect for the victims and their families of his own freaking city before he plays political games.

Well it is a fact the police were confused by all the guns. That is why they originally thought there were 3 shooters.

Having been born and raised there it is a liberal utopian government, if you consider that cosmopolitan. It has been for decades.
Now I will say Dallas has pockets of people from all over the US, as its downtown is quite a well known business center. That might be considered somewhat cosmopolitan in flavor, and quite liberal. There are also many refugee/immigrants that have been settled in a few pockets within the city. There are a few neighborhoods with old/original Dallas families.

And those right wing cowboys are mostly pretty mellow.
Are there pockets of red necks in the state? Sure. Parts of Fort Worth could be considered such.

The lower 3rd of the state has a Latino flavor. Austin, well Austin is a progressive utopia, as well as Houston has been heading in that direction for a number of years.

We left there, getting tired of the concrete jungle it had become and to get across town during rush hour expect it to take a couple of hours. We lived just north of Dallas for about 40 years, and then the last couple of years there, ,over near DFW airport and it could take hours to get home from work. Love, love, love Florida where we are now. The atlantic is our utopia.
Now you want to see some red necks, visit west central Florida. It is full of them.

Now regarding the surprise, I agree with your assessment, as well as that of the mayor.
