.....well, because I strongly suspect that of the 21,000 American employed by the CIA, a certain share of them actually vote in local, state, and national elections.......and thus 'altering' those elections.

On the other hand, even if they are non-registered voters ...according to some here...... they could still vote by printing up their bamboo ballots (chickens won't eat the bamboo ones) and inserting them into the Dominion vote tally machines via Italian satellite space lasers.
