The question is which one of our two esteemed political parties will seek to begin taking away rights of individuals who are identified as potential criminals?

Here's some information from the horse's mouth:

SPSS’ predictive analytics solutions enable agencies to uncover patterns in massive amounts of data and anticipate what types of intervention may be needed. This enables them to base decisions on data-driven models that precisely describe both current and developing conditions. As a result, policing agencies can:

* Deploy personnel more effectively—reducing costs while improving results, and increasing officers’ safety and job satisfaction
* Predict which events are most likely to escalate into serious or violent crimes, and guard against this
* Solve criminal cases more efficiently
* Explore security threats and study the people and organizations involved
* Deliver information to the field, where and when it’s needed
