Could Mussolini have been a traitor to the Fascists?

It does not appear that Mussolini was acting in the interests of the fascist movement. Before his rapprochement with Germany in 1936, there were armed confrontations between the National Socialists and the Facists, in Austria Hitler overthrew the fascist Engelbert Dollfuss regime, which collaborated with Italy, and the Spanish fascist regime did not join the military alliance of Germany at all.
The Rome Protocols signed in 1934 by fascist leaders contained agreements to counter the Anschluss of Austria
After the Allied invasion of Italy in the summer of 1943, Mussolini was removed from power and arrested by the Grand Fascist Council with the support of King Victor Emmanuel III, but was soon released as a result of a German special operation.

After the appearence of Allies in Italy, the fascist Italian government sided with the Allies, while Mussolini continued to fight on the Axis side in northern Italy against italian fascists

not all of the ''new'' government were fascist and/or were EVIL ....he had his son-in law executed....his son-in-law was part of the government that voted against him -AFTER his daughter begged Musso not to do it
..so, like politics everywhere, it's not black and white, it's more complicated than that

Musollini could call himself a fascist pursuing the policy of the National Socialists, or he could just give up fascism altogether since 1936

Nevertheless, it turns out that the Fascists were in alliance with the National Socialists only during the reign of Mussolini since 1936 and only those regimes that were subject to Mussolini
