"The Cossacks should be destroyed as a people capable of self-organization," confirmed the goal stated in Sverdlov's Resolution at one of the meetings of the party asset of Voronezh Province, L. Trotsky. February 3, 1919 he issued an order "On Telling Tale" to the Armed Forces of the Republic. And February 5, 1919 he issued an order № 171 "On storytelling" of the Southern Front Strategic Missile Forces.

April 8, the Donburo, as a metastasis, issued a decree: "The urgent task - the complete, rapid and decisive destruction of the Cossacks as a special economic group, the destruction of its economic foundations, the physical destruction of the Cossack officials and officers, in general, all the heads of the Cossacks, spraying and neutralizing the ordinary Cossacks".

All these documents, based on the Sverdlovsk Resolution signed, were directly prescribed:

a) physical extermination of at least 100 thousand Cossacks who could carry weapons, i.e. from 18 to 50 years old;

(b) The physical extermination of the "supreme" villages, at least those not taking part in counterrevolutionary actions;

c) eviction of a significant part of Cossack families outside the Don region;

d) relocation of peasants from small northern provinces to the place of liquidated villages.

And these were not empty threats: both the Donburo, the Revolutionary Military Council of the Republic, the Revolutionary Military Council of the 8th Army and other formations demanded strict execution of their orders and instructions on the spot.
