Pence, like any other qualified American, is entitled to run for the presidential nomination if he wants. However, he has absolutely no chance of ever being elected. Party faithful will never give him the nomination because they are still annoyed that he did not do what he had no business doing and unilaterally overturn the electoral results in some states. Even if he somehow did get said nomination, the American people would never support him for the presidency for being too closely associated with Trump.

I think they are hoping that trumps many legal issues will bring him down. They would do in any sane party so who knows..
