You are correct, they definitely did decades ago. Like, nine decades ago. And they did it without shame.

The simplest way to think of freedom is that everyone should be allowed to do whatever they want, all the time. For our first 100 years or so, that was the American ideal—the rugged, self-reliant farmer or laborer, free from the King's demands to forge our own ways.

As post-Civil War America moved toward factories and industry, though, we learned the hard way that that definition of freedom in the Industrial Age led to a small amount of unconstrained billionaires and industrialists controlling the lives of millions of others, culminating in the politically disastrous, business-dominated government of the 1920s.

FDR's administration introduced to the people a more modern definition of freedom; in addition to those guaranteed by the Bill of Rights, he said, everyone deserves to have (as he would later put it in his 1941 SotU) freedom from want, and freedom from fear. Domestically, that meant using the power of the collective government to regulate those ultra-powerful corporations and banks, something the laissez-faire 20s-era governments didn't do. Americans agreed and voted him in, and enacting those new policies prevented the wealthy few from hampering the lives of the working and middle classes as much, resulting in most Americans having ... ding! ... more freedom.
