Hospitals have already. Hospitals get X amount of extra funding per covid patient. And anyone who think a hospital isn't in business to make money is a fool.

I work at a hotel and sometimes I drive the airport shuttle if the driver gets swamped or an emergency. 3 months ago I took a pilot that came in for a stay over and had to turn around and fly back home almost immediately and he was furious and yelling at the hospital on his phone. He exaplined his mother died of congestive heart failure but they had her down as dying from covid despite the fact she had covid antibodies. Meaning she had covid, got better and died of chf and they lied on the report.
