I would go with something that contains the THC and CBD. Assuming it's truly arthritis.

The dispencaries make cookies specifically for that. Only thing is you're gonna have to give the dog a few every other few hours if it's so bad it can't get up to drink. Fewer in milder cases.

Do that and see if it starts moving around more/better. If it does then likely safe to continue.

Screw the FDA and its minions.
