I was rather thinking of 15 department heads (secretaries) and one to three deputies each, contingent on the department's size. So 50 sounds about right, and 100 would be excessive. The rest would be civil servants who, you know, actually know their job.

The U.S., as you correctly note, was set up as a plutocracy preventing the paupers from voting the money of the rich into their own pockets. In a way, it still is, even though the franchise has been, haltingly and reluctantly, extended to groups that previously were excluded. One way to do this is a House of Congress comprising just 435 members (the British House of Commons has 650, for a population a fifth the size of the U.S.'s) - which makes for excessively large voting districts, which means a lot of money is required to campaign even for a House seat.

That, in turn, reinforces the low number of parties realistically to choose from, as preordained by FPTP voting, which makes the whole thing easier to control - by the plutocrats. Just for starters... No, I don't know how to remedy that, other than to hope for that arc of justice to bend toward something brighter and better, perhaps, decades or centuries into the future by way of paying attention and voting for the lesser evil, consistently.

Sounds like a plan! I actually make it 756 appointments requiring Senate confirmation - including 266 at State, 210 at Justice and 52 at Defense. I assume those are primarily State Attorneys, Foreign Service Ambassador-level staff, and heads of Services and Joint Chiefs. I think those all merit more scrutiny than taking Pompeo's or Barr's words for it, e.g.

“In addition to using the budget and other processes to undermine civil rights enforcement, the Administration has also changed course in many substantive civil rights policy areas,” Karen Narasaki, one of the commission’s eight members, stated in the report, which was released last Thursday. “An obvious example is this Administration’s rollback of efforts to combat LGBTQ discrimination.”

That was from the Executive Summary you didn't read (pages 15-19), where no mention of Trumps name mentioned, It has been a problem for many years, long before Trump arrived, a problem that is still not being fully addressed, as pointed out in the report. It is an ongoing problem that needs to be addressed, suggesting that Congress address some of the causes. Some of it during the Trump era, and from PREVIOUS administrations.

BTW, when you cite a page from a mag. article, a book, a transcript, et al, use the page of the document being referenced and not the page number your computer software happens to arbitrarily present UNLESS you have the good grace to inform the reader!
