The Aaron Mate report link seems broken in the OP. All that is visible is the Guardian propaganda. Aaron Mate of the leftwing Grayzone webzine has been running a long series of articles showing the U.S.-dominated U.N. OPCW investigations of “chemical weapons” use in Syria were not objective, but rather used to advance U.S. anti-Assad propaganda. There was clearly nasty skulduggery going on here, with several whistleblower inspectors being silenced and reports edited to hide their contrary opinions. The Russians have of course sided with Assad and the whistleblowers in all this, while the Guardian supports the U.S. position and claims much of the anti-Assad Islamic fundamentalist forces were just innocent (CIA- and Saudi-supported) “democratic opposition” forces.
