That's generally how it works. He was fired, and he resigned. Both statements are at least technically correct.
 
Every Cabinet member and staffer submits an undated resignation letter when they are hired.....Down the line, all POTUS has to do is write "accepted" at the top and they are gone.

This is mostly urban legend.

The only time that Cabinet members submit undated letters of resignation is if they're asked to do so. It's not a regular occurance.

Clinton asked for one, after his re-election - but neither Bush or Obama did.
 
This is a bit of topic...but if you're ever given the "option" of resigning
or being fired...take the resigning. You come out ahead on all fronts.

By resigining you don't have to explain why you were fired from your
previous employer.

#2. Because you were given an "option" meaning if you don't resign
you will be fired, you can file for unemployment and they cannot block you,
unless they can prove "misconduct." (And usually with misconduct they don't
give you an option.)

It's one of the very few situations where the law is the employee's friend
on either side of the coin.
