Russian med policy is very liberal, you get all ingredients in the drugstore.

I gather that in 2012, Russia tightened its restrictions on codeine, specially because of codeine's role in the manufacture of крокодил. Apparently, if you can get codeine, it's very easy and cheap to make крокодил from it.
