That is because in California, legislators passed a law that once a protests has started, you are not allowed to interfere with that protest.
No matter if the protesters have no permit, no matter if they are blocking public roads and you literally can't go home... YOU are the one that will get arrested.
So in this you can see that a band of protesters chased this car down, blocked them and preceded to damage his car and attempt to assault him.... the truck driver and band of terrorist are free to go. While the person just trying to get home... is arrested.

And THIS is why people are leaving California in droves.
