How can this be possible? I am sure the Liberals will some how blame Bush for 8 years of economic decline among blacks while Obama has been President.

The reason black unemployment has gone up again is because (1) the economy is nowhere near as 'recovered' as the administration would like you to believe, and (2) marginally employed people often get temporary seasonal jobs which are pretty unavailable in February. Come April, things will improve a bit.
