Not partial, but all fully accomplished while juggling the many customers and workers personalities and issues and their incompetance and idiosyncrasies. In the case of politics, having a coup resistance sabotaging and keeping you from your work achieved on time is worse then a city inspector harassing you and sabotaging your projects, because you refuse to bribe him and join his circle of corruption..
