There are two obvious paths to police reform

Through executives/PDs that change policy, which oversight bodies woudl help with

And legislation/precedent in the courts.

IMO increasing police liability is the most obvious fix, and it will apply to all PD's.

For the latter to work you have to go PD by PD and change their policy. Which is a monumental task. Now granted increasing police liability is really gonna piss them off and they will probably do some fucked up shit in protest. But they certainly won't be out fucking with citizens they can't articulate a reason for

It would be nice to hold police accountable without letting criminals go wild. The left's solution to crime right now is to make it legal or ignore it. You could go to Seattle, smoke crack in front of the police station, and the cops wouldn't be allowed to do a darn thing. I don't really know how the left could go any easier on crime.

What good would another oversight agency do? None the ones we already have work so how is adding another dysfunctional agency going to do anything beside waste money? The Justice dept, education dept, EPA, Banking commission, agriculture dept, homeland security, ICE and every other oversight body are all dysfunctional wastes of money. The House of Representatives has oversight responsibilities which are also a colossal waste of money. But that's always the ignoramuses solution. Have a study, Appoint a commission. Form an oversight agency. But when a nincompoop like Biden, who knows absolutely nothing, appoints an oversight group, you can be sure the failure will not only be total but will be totally corrupt as well.

The first thing Biden might do is to have his task force review the Use of Force Policies of random agencies across the nation - local, State and Federal LE Agencies; the MQ's necessary to offer a tentative offer of employment including the outside and inside training of candidates, and the type of background checks (and if a psychological evaluation was administered).

Concurrent with this review establish a national database to collect numbers of events of excessive abuse reports, including all officer related discharge of a firearm, either reported by the agency itself, a hospital, coroner or other local or state official, and the outcome of any investigation, i.e. warranted, or unwarranted by dept policy and if any criminal charges

The data recorded would include the demographics of both the LE Officer(s) and the alleged victim(s), any witness statements and evidence from the scene.
