It must be a total lack of imagination that limits your choices to only two. I can think of at least half a dozen of the reasons why Biden would lift those sanctions, having nothing to do with anything you said.

How about: Because Angela Merkel and the European Union asked him to. None of the other sanctions against Russia or any of the other Russians were lifted, making this the logical choice.

But still, if it is true that sanctions are ineffective, why is there still a push for divestment and sanctions on Israel? I rarely hear the same people who are against sanctions on these other countries suggest that we shouldn't sanction Israel or divest from them.
