Let's all be realistic here. There will be so many fingers in that pie that when it's all said and done there will be around around 1 billion, at the absolute most that's actually used. A lot of it will be left in pockets as it all travels around.

A comitte deciding what to do with it will take a bit, then a treasurer will need some, then a research group, and travel all the way down to someone way over charging on labor and doubling the price of supplies since it isn't taxable so they can pad their pocket and of course unions will need a slice after that.

It's like how the mighty Colorado river starts out awesome but so many communities and people take and divert water off by the time you get to the end it looks like a creek.

The "rest of the money" supposedly comes from repurposing covid relief. All I know is that my two gop senators are fully on board using some of "our" unspent allocation to fixing the capital city and other outdated water treatment facilities. Some smaller water departments have already been "bought up" by a company that manages water treatment. I believe Sen. Graham proposes using funds to build an interstate to SC beaches. I gotta say that I go to Paris Isl and Beaufort a couple of times a year, and the drive sucks once you get to Savanah. Sen. Scott seems to be looking at community grants.
