Putting aside the fact it was 15 Saudi hijackers who trained primarily in Germany and Florida who used two planes to collapse three steel-framed skyscrapers into their own footprints on 911, once al-Qaeda bombed the USS Cole in late 2000 the Taliban agreed to a meeting with US officials to arrange their handover of Osama bin Laden.

It was decided to confine bin Laden and his lieutenants to house arrest thirty miles from Kabul where they would all be dispatched by a pair of US cruise missiles. This was in the waning days of the Clinton Administration. Over the next ten months, those missiles never flew:
