Returning America to more normal environment by end most of the rioting. That will only happen by bring the virus under control which will bring back jobs and open up schools. So many of protesters are on streets protesting because they have no work, no school, and little or no money.

Biden is a better choice than Trump when it comes to race because Black people are about as likely to listen to Trump as they are the Grand Wizard of the KKK. Biden can certainly be a united, he can be a safe, a trusted voice, but he can also signal a return to some sanity around race politics for many people who have been turned off by Trump.

Riot control measures used by the police usually fail when there is severe anger with a legitimate cause. The greater law enforcement the more people that turnout. Innocent bystanders, usually young people are attracted to excitement which adds to problems. The surest way to stop the riots is to effectively address the reason of the protests.
