But there is no water vapor at the upper atmosphere boundary layer to space, because it is too cold.

CO2 does not condense out until -110 degrees F.

The point was that Iceland had lots of free electricity from geothermal, so they just produced cracking stations to produce hydrogen at the filling stations themselves.
No need for pipelines or trucks.
