You need to show half a million barrels per day being sent on ships out of Canada. And if you are successful, then you need to show that that increase significantly impacts the probability of harm. With 20,000 tanker movements off the coast of Canada each year, some with a capacity of four million barrels, I mean what's another 50 tankers a year? That would be a .25% increase, LOL.
